Scottish Government: Emergency rent freeze

Nicola Sturgeon has announced an emergency rent freeze for public and private properties in Scotland alongside a moratorium on evictions under emergency plans to tackle the cost-of-living crisis.

The announcement was made by the First Minister on 6th September 2022 as part of the 2022-23 Programme for Government (PfG), with the legislation being implemented with immediate effect. It is set to be in place until at least 31st March 2023.

The freeze means that landlords will not be able to increase a tenant’s rent during this period, and applies to renters in both the public and private sectors.

The emergency legislation also includes a “moratorium on evictions”, meaning landlords will not be able to force renters to leave their homes, even if they fall behind with their rent.

The rent freeze will be accompanied by a new tenants’ rights campaign, as well as a one-stop website that will give people information on the benefits and support that is available if they are struggling to keep up with their bills.

Campaigners are calling for a similar rent freeze and eviction ban to be introduced for tenants in other parts of the UK.
